Certificate of Registration

From July 1, 1996 the Bureaus of the National Vehicle Registration Centre (ARK) have issued new vehicle registration certificates. Certificates are light green, provided with safety elements and consist of two parts: Part A and Part B. Certificate form is in A4 format and after it has been filled in the parts are separated.
Part A serves as a proof of vehicle ownership and is recommended to be kept separately (at home, in a safe, etc.) out of access for the third persons. While using the vehicle the driver has to carry along Part B of the Certificate. After its separation from Part A (perforation enables easy separation) it may be folded into three so that its format corresponds to that of the Estonian Driving Licence.

Both parts of the Certificate have to be presented to any of the ARK Bureaus for effecting changes in the data of vehicle or its ownership, for deleting the vehicle from the Register as well as passing roadworthiness test. Upon effecting of changes a new certificate of registration is issued to the owner of vehicle, and the previous one is returned to ARK Bureau.

In case the Certificate or any of its parts has been lost, a new certificate of registration (Part A and Part B) is issued to the owner of vehicle, and the remaining part is returned to ARK Bureau.

The certificate of registration has been marked pursuant to the Vienna Road Traffic Treaty by the United Nations Organisation as of 1968, comprising the following letters:
    - A: registration plate
    - B: date of registration in Estonia
    - C: name, place of residence or location of the vehicle owner, as well as the name of vehicle user if so desired by the owner of the vehicle
    - D: make
    - E: VIN-code - identification number of the vehicle
    - F: maximum authorised weight (kg)
    - G: weight in running order
    - H: valid date of the Certificate if limited (vehicle that has been temporarily registered in Estonia).
The certificates of registration are printed by means of specific printers, type of letters and numbers are uniform in all ARK Bureaus.

Within the period from November 1, 1993 to June 30, 1996 vehicle registration certificates, provided with safety elements, were issued. These were light blue in colour and consisted of one part.

Registration certificates have been numbered by a printing method - two alpha characters (series) and 6 numeric characters.

Upon making changes in the data of vehicle or its owner a new certificate is issued and the previous one is returned to ARK Bureau.

Vehicles with a registration certificate issued after November 1, 1993 are allowed to be taken outside from Estonia.
