    Vehicles subject to the registration
     
  • All vehicles imported to Estonia for use permanently or temporarily. Temporarily imported vehicles can be registered until the deadline fixed by the Customs authorities
     
  • Vehicles manufactured and used in Estonia

    Vehicles not subject to the registration
     
  • Vehicles that are not approved - those that do not comply with the manufacturing standards appearing in the "Technical requirements for motor vehicle and its equipment" (approved by the Regulation No. 50, May 18, 2001, the Minister of Transport and Communications - RTL 2001, 69, 941). Vehicles whose measures and laden mass of axles exceed the specifications of the aforementioned regulation can be registered only by a special permit, issued by the National Road Administration. Permits are for a limited period of time, with the expiration date appearing on the permit.
     
  • Vehicles that are used only in the territory of the owner
     
  • Vehicles whose VIN-code (chassis or body number) is missing or it is deliberately damaged, falsified or illegible
     
  • Vehicles assembled from spare parts
     
  • In case the documentation certifying the acquisition of the vehicle are missing
     
  • A vehicle may not be registered under the name of a person under 16 years old unless not otherwise stipulated by law
     
  • Vehicles that are deleted from the Register and the Certificate of Destruction has been issued by ARK Bureau.

    Registration of imported vehicles
     
  • Crossing the customs border the holder of the vehicle has to present the relevant documents for customs formalities (www.customs.ee)
     
  • Vehicle have to be presented to ARK Bureau for the pre-registration inspection before customs clearance and registration
      Pre-registration inspection
      Pre-registration inspection of the vehicle takes place at the inspection station. At this location, vehicle documentation and adherence to the established standards of Estonia is verified, as well as the vehicle's compliance with the national technical requirements.

      The following documents should be presented to the inspection officer of the ARK Bureau:
      - document certifying the acquisition of the vehicle, in the absence of this any other document certifying the ownership on the vehicle
      - registration certificate of the vehicle (in case of an used vehicle)
      - Certificate of Conformity (COC-paper), in case of a new vehicle
      - seller's invoice (in case of a new vehicle, which has not been entered in a register of any other country)
      - valid traffic insurance policy
      - document proving the identity of the keeper or other authorised person.

      After inspecting the vehicle a pre-registration inspection form is then filled in by the official and issued to the owner. If the vehicle does not comply with the national technical requirements the application is then forwarded to the technical department of ARK.

      The owner or authorized individual of the vehicle is obliged to submit the pre-registration certificate and its photocopy to a local Customs office during the determined period of time in order to pass customs clearance and pay import duties and taxes.

      Customs
      Vehicle shall be presented to the customs officer to obtain the Customs Certificate and the Customs Declaration for the registration of the vehicle in ARK Bureau.

      Registration procedure
      A vehicle obtained outside Estonia must be registered within 5 days of customs clearance.

      After customs clearance, the owner or authorized individual of the vehicle have to submit the following documents in the ARK Bureau in order to enter the vehicle into the ARK Register:
      - application form (available in ARK Bureau) of the owner or other notarially authorized person
      - document certifying the acquisition of the vehicle, in the absence of this any other document certifying the ownership on the vehicle
      - registration certificate of the vehicle (in case of an used vehicle)
      - Certificate of Conformity (COC-paper), in case of a new vehicle
      - seller's invoice (in case of a new vehicle, which has not been entered in a register of any other country)
      - valid traffic insurance policy
      - document proving the identity of the holder or other authorized person
      - an excerpt of Estonian Commercial Register (for legal person) and the relevant authorization
      - a customs certificate and a customs declaration
      - a pre-registration inspection certificate
      - an operable lease agreement (in case of temporary importation)
      - receipts of state fee payment for the registration procedures

      Then the vehicle will be registered and the licence plate and the registration certificate will be issued to the owner.

      A vehicle can be registered under the name of only one person. If the vehicle is jointly owned it must be registered under the name of only one of the owners. This can be done either through an ARK application form, a notarized application form or an authorized letter of permission by one of the owners.

      Temporary registration
      For temporary import of a vehicle, Traveller's Declaration has to be drawn up. In order to receive a fixed term registration licence, the importer has to turn to the local Customs office. The owner of the vehicle has to present a residence permit and when necessary the presentation of a notarial power of attorney on the right to use the vehicle. A vehicle may be temporarily imported for one year, but not for longer than it is noted on the residence permit or on the power of attorney. In justified cases the keeper of a vehicle can, on the basis of a written application, extend the time of being in Estonia of the imported vehicle up to 6 months, if the dates of the residence permit or of the power of attorney will so enable.

      Temporarily imported vehicles can be registered until the deadline fixed by the Customs authorities.

      Documents issued for legal persons in a foreign country are the basic documents needed for the temporary registration of a vehicle, as long as they have been validated by the Ministry of Foreign Affairs of the pertinent country and by the Estonian Ministry of Foreign Affairs.

      Foreign numberplates and registration certificates of vehicles registered temporarily in the ARK Register are stored at the ARK Bureau.

    Modifications of the data of the Register
     
  • Data of the vehicles (state fee: 300EEK)
     
  • Data of the vehicle owners (address, surname etc.) (state fee: 300EEK)
     
  • Data of ownership (state fee: 900EEK)
     
  • Data of the vehicle users (state fee: 300EEK)
     
  • In case of exchanging or loss of the registration certificate (state fee: 300EEK), in case of theft or fire of the registration certificate (150EEK)

    Deletion of the vehicle from the Register
     
  • In case of the immigration of the owner together with the vehicle (state fee: 300EEK) , transit plate 1800EEK
     
  • In case of giving up the usage of the vehicle (no fees)
     
  • In case of expiring of the registration term of temporarily registered vehicle (state fee: 300EEK).

    In case the owner immigrates together with the vehicle or the vehicle is alienated outside of Estonia the vehicle is deleted from the Register and the numberplate(s) is/are returned to the ARK Bureau. A relevant remark is made on the registration certificate and a transit plate is issued to take the vehicle outside from Estonia.
