RECONSTITUTION OF DRIVING LICENCE

If lost stolen or damaged a duplicate provisional driving licence, driving licence and restricted driving licence will be issued based on the application of the holder of driving licence.

To obtain a duplicate the following documents must be submitted to the Estonian Motor Vehicle Registration Centre:

In the Republic of Estonia it is required to submit certain documents to the Estonian Motor Vehicle Registration Centre (ARK) in order to change a driving licence issued in a foreign state:

These are:

  1. completed driving licence application;
  2. existing foreign driving licence;
  3. valid medical check of driver;
  4. passport, ID-card (Identity Document);
  5. state fee: 400 EEK;
  6. digital-photo (free of charge) will be taken at ARK were are implemented special photo cabins.

 Driving licences issued in the Republic of Estonia are changed in the following circumstances:

  1. upon passing expiry date;
  2. becoming damaged or lost;
  3. changes in personal data of driving licence holder or vehicle categories that they are allowed to drive;
  4. unrecognizable photo of licence holder;

DRIVING LICENCES ISSUED IN FOREIGN STATES (Traffic Act/ Section 27/ Consolidated text December 2003)

The Estonian Motor Vehicle Registration Centre (ARK) issues provisional driving licences, driving licences, and restricted driving licences to the person within 10 working days of passing the practical driving test or changing driving licence by submitting an application.

A driving licence is valid for 10 years from date of issue.

A provisional driving licence is valid for 2 years from date of issue.

A temporary driving licence is valid for 2 months from date of issue.

Supporting documents that certify the right to drive.

A motor vehicle can be driven by a person who has the right to drive an appropriate category of motor vehicle.

The documents certifying the right to drive are a valid driving licence or replacement document in the prescribed manner by law.

Each person may hold only one valid driving licence.

A driving licence is not necessary for driving pedestrian controlled motor vehicles.

Documents that certify the right to drive are:

  1. Sample of EU driving licence (issued in Estonia on the 1st of October 2004)
  2. Driving licence ;
  3. Provisional driving licence ;
  4. Restricted driving licence (issued at age 16 and is valid until the person will be 18 years old. Restricted driving licence is issued and valid only in The Republic of Estonia);
  5. Temporary driving licence

 

Estonian driving licences have been issued since November 1994.

From today there has been additional information on the preliminary form of driving licence.

The issued form of driving licence complies with the 1968 Vienna Convention on Road Traffic and subsequent agreements and amendments to the Conventions attached thereto (RT (State Gazette) 1992, 12, 194).

5) state fee;
6) digital-photo (free of charge) will be taken at ARK were are implemented special photo cabins.

Issuing document certifying the right to drive and it´s duplicate

The cost for issuing a provisional driving licence, driving licence and a duplicate is 400 EEK for each document (this covers value of driving licence, review of application and data to be entered in a register).

For any duplicate of any of the above mentioned that has been damaged or stolen, the cost is 100 EEK for each duplicate by submitting document of competent state authority.
