Estonian Road Administration
As from 1. of July Estonian Motor Vehicle Registration Centre and Estonian Road Administration were merged together. Name Estonian Motor Vehicle Registration Centre no longer exists. From now on the organisation is named Estonian Road Administration, address Pärnu mnt 463a, Tallinn 10916.
Joining the two organisations does not require new contracts as all the contracts signed with Estonian Motor Vehicle Centre will continue with Estonian Road Administration.
The main purpose of the joining was to improve Estonian road safety and infrastructure - it means more effective cooperation between spheres of driver, vehicle, road and public transport. Estonian Road Administration continues with former Estonian Motor Vehicle Registration Centre tasks.

Estonian Motor Vehicle Registration Centre
History
- Until 1991 the Republican Registration and Examination Department of the Vehicle Inspection under the administration of the Ministry of Internal Affairs of Soviet Estonia
- Since March 1st, 1991 the Registration and Examination Centre of the Road Traffic Safety Board (LOA) under the administration of the Ministry of Internal Affairs
- Since March 31st, 1991 the Registration and Examination Centre of the Road Traffic Safety Board under the administration of the Ministry of Transport and Communications
- Since April 1st, 1991 the National Vehicle Registration Centre (ARK) under the administration of the Ministry of Transport and Communications of Estonia
Main Activities of ARK
- The registration of motor vehicles and their trailers, maintaining the register and archives
- Giving the right to drive and issuing driving licences, maintaining the register and archives
- Methodical guiding and monitoring the level of drivers training
- Monitoring and supervising the execution of motor vehicles and their trailers roadworthiness tests
- Confirming the type compliance with the national technical requirements for vehicles and issuing the relevant type-codes
- Monitoring and supervising the technical testing authorities executing the technical expertise of the vehicles, their parts and equipment.
Structure
The Minister of Economic Affairs and Communications shall approve the structure and the membership of the Estonian National Vehicle Registration Centre (ARK). The structural units of the ARK are their departments, services, divisions and regional bureaus, which are responsible for the discharge of national functions.
The ARK is made up of the Centre, located in Tallinn and comprises:
- management staff;
- financial department;
- registry and information processing department;
- technical department;
- driving licences production department;
- administrative department;
- archives department;
- personnel service;
- internal audit department;
- registration department;
- examination department;
- state assets service
and 17 regional bureaus - each in every county and one in Tallinn and one in Narva - altogether 305 employees.
